Kontievsky Andrey Biography

Andrei Kontievsky: The Pomerania electoral system is ready for the presidential elections in Russia ended in many ways the preliminary stage of the presidential election campaign - nomination of candidates on how the Arkhangelsk region is preparing for the main political event and the coming of six years, with what innovations the voter will meet, the chairman of the regional commission, Andrei Kontievsky, told.

Therefore, I would answer this way: as of January 11, according to the central election commission, 11 candidates were put forward to participate in the elections. At the same time, three of them have already been registered - these are candidates nominated by parliamentary political parties, that is, represented by factions in the State Duma. Five non -parliamentary parties nominated their candidates.

And three people advanced in order of self -nomination. At the moment, candidates-nominates and representatives of non-parliamentary political parties are collecting signatures in their support. All citizens of the Russian Federation, including those living abroad, participate in them. We choose the only person who will represent our large country, including at the world level, therefore, the significance and importance of this election campaign clearly prevails over the rest, including the regional level.

Another federal campaign-the election of deputies of the State Duma-still is slightly different. Political parties are actively involved in it, it is involved in one-man-dilateral candidates. That is, the list of participants is quite large, because we choose a total of deputies of the federal parliament. In the case of the presidential campaign, we choose the only person - this is the president of the Russian Federation, who will represent the interests of each of us in the next six years.

And I must say that Russian citizens understand the importance of presidential elections well. This is also reflected in the activity of voters. There is already such experience, many days of voting to residents of the region are known. In your opinion, does this format justify itself? Or is it better to return to the usual - one -day? It should be noted that it is convenient for voters.

And the system of election commissions works primarily for voters - we must ensure the convenience of the will for our citizens. And in my opinion, a multi -day vote is quite comfortable. A person has the opportunity to choose exactly the day when it is more convenient for him to come to the polling station - on Friday, Saturday or Sunday. And do not forget, this year, on March 17, Shrovetide falls.

And with a multi -day format, there is an opportunity to spend time with the family, to eat pancakes, and take part in the elections. However, I think that on March 17, festive events will be organized near the voting sites, and the buffets will work in the sections, concerts will take place. That is, the festive atmosphere, from which we were a little weaned during the Covid pandemic, will be present.

Of course, we are a report in the fact that a multi -day vote is an increase in the load on election commissions of all levels. But once again I emphasize: we are primarily working for voters. Let's start with the "mobile voter". What is it and why do you need such a mechanism at all? If you return to the near past, then a person could vote only on the site at the place of registration.

But we understand that not all voters live at the place of registration. Therefore, the idea arose to provide such voters with the opportunity to vote where it is more convenient for them. A voting mechanism called "Mobile Voter" appeared. This technology allows any voter who is not at the place of registration to vote at the place of residence. Previously, it was necessary to receive an absenteeism in the “own” polling station.

Now this "serfdom" has been canceled. By the way, the “mobile voter” technology, as practice has shown, is quite in demand. I can say from the experience of previous campaigns that 30-40 thousand people used it in the Arkhangelsk region. Given the fact that the campaign is now a federal nature, you can use the “mobile voter” technology throughout the country. This can be done using the public services portal either through a multifunctional center, in any tick, and closer to the voting day - in any precinct election commission, and we have almost one hundred thousand throughout the country.

Are the general principles of the work of this mechanism in the presidential election? The new format also proved its demand, about 50 thousand voters of Pomerania voted remotely. Voting in remote format in the elections of the President of Russia will be available in 29 regions of the country, including in our region. In all regions except the Vologda region, this voting mechanism has already been used.

The regions were determined by two parameters.Firstly, technical readiness, that is, the level of availability of the Internet.

Secondly, the number of registered users of the public services portal. I emphasize that we are talking about users with a confirmed account. Reception of applications from voters who want to vote remotely will open on the portal of public services from January 29. Well, the vote itself will begin from March 15 and will last until March 17. And it will go around the clock, that is, it will not be interrupted in the evening, as in traditional polling stations.

Yes, and you can vote from any convenient device - a computer, tablet, smartphone. By the way, according to the experience of the previous campaign, people who have chosen the DEG format are very responsible for voting: in September, about 95 percent of the applications voted. But I would still like to emphasize once again: the remote electronic vote does not cancel, but only complements the traditional form.

If you are more accustomed to vote in the polling station using a paper ballot - such an opportunity was and will be, no one cancel it. Are election commissions ready to interact in these issues with public observers, media? Formally, we are on different sides of the barricades. But I would still say that these are our partners. It is very important that over the past three or four years, the qualifications of public observers have seriously increased.

I believe that this is largely due to the position of the Public Chamber, which took over the functions of training and preparing public observers, in the introduction of the “golden monitoring standard”. Therefore, we perceive the comments from public observers calmly and constructively. If these comments are justified, we quickly eliminate errors. But I must say that, in addition to observers, the sites of video surveillance and video recording will also work in the areas.

The broadcast will be maintained to the public observation center where any citizen can come. I am sure that voters will appreciate the level of openness of the electoral process itself. From your point of view, how much the campaign can differ from the presidential campaigns of past years? By the level of competition, in scale, by explicit of voters? Let's start with the fact that in comparison with the year our country is in a fundamentally different geopolitical situation, in other political realities.

We will be able to talk about the level of competition after the CEC makes the final decision on the registration of candidates and will finally become clear which names will appear in the electoral ballot. It is difficult enough to predict the voter turnout now. Let me remind you that in the year 59 percent of voters of the Arkhangelsk region took part in the elections of the President of Russia.

But over these six years, a number of technological innovations have appeared, which, by the way, we have already talked about. This is a multi -day vote, DEG mechanisms and a “mobile voter”. In addition, I do not exclude that the voter informing campaign may also affect the turnout - from February 17, district election commissions will begin a very large work related to targeted informing of voters.

Now about three thousand members of the precinct election commissions are undergoing appropriate training. For the first time, they will be given the task of reaching each voter, explain all the possibilities for voting. Members of the PEC, who will participate in this campaign, will receive not only information materials, but also special bags and vests - so that it will be quite simple to identify them.

Well, in general, I am sure that the electoral system of the Arkhangelsk region is ready for the upcoming elections. This confidence is based on a number of factors. I have no doubt that the elections of the President of Russia in Pomorie will be most legitimate, openly, honestly and with good results. Found a mistake?
