Also, an important role was also played by the fact that the people were disappointed that the Communists were not able to influence the socio-economic situation in Sevastopol. It should also be noted that the Communist Party lost a significant part of its voters, having typed the parliamentary elections of G. in the city, the same can be said about elections to the local council.

As mentioned above, Parkhomenko and the Communists lost the support of the population, therefore it is not surprising that the number of the latter was no longer as numerous in the City Council as before. This circumstance allowed Zhunkko to take more active measures to strengthen its influence there. First of all, he helped the people’s coming into the City Council of their team, who supported his nominee for the post of chairman of the City Council, his first deputy V., Milk, can be called a politician who sought to turn his enemies into friends.

This is evidenced by the fact that he managed to make a mutually beneficial deal with his recent enemy - chairman of the City Council Parkhomenko. Feeling that the stay of the ambitious Parkhomenko at such a high post will soon approach his logical conclusion due to loss of support for the population, Zhunkko offered him the position of deputy chairman of the City Council in exchange for the adoption of the first stage of the new general plan of the city - the concept of the territorial development of the city in the administrative borders developed on the instructions of the Sevastopol city administration.

Regarding the national question, Zhunko believed that it was incorrect to talk about violent Ukrainization in Sevastopol, because out of 60 Sevastopol schools, only one teaching was conducted in Ukrainian, in two more schools - some of the classes are Ukrainian, part are Russian.

Zhunko paid a lot of attention to communication with citizens. So, he helped the creation and functioning of the weekly program on the air “Solve Together”, within the framework of which representatives of specialized administrations and services of the REG in interactive mode communicated with listeners and spectators. The merit of L. Zhunkko was also put the arrival of the first large investors in Sevastopol.
